The topLinks on the edit view make use of the menuAction element. Make the topLinks on the index.php view behave the same way, and refactor the indexActions in index.php so that all three areas* make use of the same code, ensuring that configuration for topLinks and indexActions are identical throughout.
*The three areas are:
- Top links on the index view
- Top links on the edit view
- Action column links for additional indexActions in the index view (e.g. "Duplicate" in the CO index in the COmanage CO)
