Plugins can return a target specific unique identifier (“Provisioning Key”) that is maintained in the Identifiers table, replacing the previous "Provisioning Target" Identifier type (but maybe using the same underlying enum for Transmogrification).

This is necessary to support bidirectional Reprovision All.
