The External Identity Linker replaces the functionality of Enrollment Source Plugins from v4. Various models will be supported.

• For Self-Signup style enrollments with EnvSource, the Pipeline will create a new Person record (or match against an existing one) and attach the new External Identity to it.
• For Invitation style enrollments with EnvSource, the Petitioner will create a new Person record (or match against an existing one) before the Linker runs, so that the Pipeline executed by the Linker will attach the new External Identity to an existing Person.
• For eligibility style enrollments, the Pipeline will attach the new External Identity to the already existing Person.
