Refactor People Picker and Enrollment Flow "Match" APIs

      In REST API v1, the CoPerson API implements find for the People Picker and match for Enrollment Flow matching. Redesign/refactor the API(s) supporting these functions to reduce redundancy and improve flexibility. Consider a new "Core" API specifically for this purposes.
