Tested as a CMP admin, but not a member of the CO. We had discussed whether or not the CMP should have root-like priv's; apparently one path was implemented when we thought "yes, the CMP should be god-like" and the other path was implemented when we thought "no, the CMP should not be able to enroll anybody into any CO." I don't care which one we pick, but we should be consistent.

This URL has no options to choose an enrollment flow:
