In an enrollment flow, when a drop down is presented (for group or MOU selection), and no default is defined and a value is required, the first* item in the list will be pre-selected (* looks like alpha-numeric sort on name). This has lead to the enrollee not selecting a value and taking the preselected value.
A better solution, if value IS required, would be to have the first item in the list be some text like '-- pick one --' (and, the ui would validate a value other than the first is selected before 'submit').
If the value is optional, the text should indicate that, e.g., ' – pick one (optional) – '.
The text should be externalized to properties or db for modification.
This was another big complaint from client.
