Expose what is being filtered in the petition list:

• remove the "enroll" button
• show filters that are currently in place - these could be done by simply exposing the checkboxes, or by showing each active filter with an x to remove it + a button (as currently exists) to add more. (Latter approach will probably be easier to parse)
