Allow for "partial translations" that override some localizations but otherwise inherit a parent localization. For example, "en_US.university" would mostly leverage "en_US", but might change "CO People" to "University People".

Unlike CO Localizations, these would be filesystem based (but presumably merged in a similar fashion), to allow them to ship with the distribution.
