Create a new plugin type so that external sources (eg: LDAP, legacy SQL database) can be checked for uniqueness before an identifier is assigned. Possibly allow multiple checks so (eg) the COmanage database can be checked as usual, then an email alias repo can be checked for existing aliases.
Probably need an (optional) reserve() or create() call so COmanage can indicate to the backend that it is in the process of allocating the identifier (for backends that will support it – eg mail aliases may not).
