Add support for a platform wide read-only "maintenance" mode, possibly configurable via shell or API. This would allow a consistent database snapshot to be made, or possibly other downstream changes made, without worrying about in flight changes.

Considerations include:

• What happens to job shell tasks in progress?
• What is the user experience? (eg for enrollment)
