A petition in the "Pending Approval" state with COU set cannot be viewed by the admin for that COU. The enrollment flow used to create the petition has "Require Approval for Enrollment" checked but no approvers group.

The COU admin (but not a CO admin or Platform admin) cannot choose "People->CO Petitions" (the menu item does not appear) and browsing directly to the petition view results in "Permission Denied".
