An organizational identity in a CO with id=2 (so not the COmanage CO) cannot be deleted. The message in the flash is "Scott Koranda is a member of one or more COs (COmanage) and cannot be removed".

I confirmed that the URL being invoked is GET /registry/ord_identities/delete/11 and corresponds to the correct org identity. 

The org identity with id=11 is similar to the org identity with id=1 (the first platform admin). They share the same login identifier and email address.
