Add support for "Date" Search Type(s) that offers specialized semantic checking for use in rules.

1. Transposition check on month and day (eg: 2019-01-02 and 2019-02-01 could be treated as a fuzzy match)
2. Ignore year (eg: if someone enters their DoB with the current year)

While these are intended for use with dateOfBirth, they could be applied to any sort of date field.
