Case Insensitive Uniqueness Checks

      Most (if not all) uniqueness checks are case sensitive, meaning if (eg) a CO named "COmanage" already exists, a new CO called "comanage" could be created. It most (if not all) cases, this just creates confusion. In some cases (eg: provisioning to mailman, which lowercases all list names) this could be problematic.

      Uniqueness checks should be updated to be case insensitive unless case sensitive checks are warranted.
