To improve the ability to maintain front-end libraries, move from a manual process (current) to using a package manager. Because it is already being used elsewhere in the COmanage project we will make use of Composer and call against https://asset-packagist.org/. This approach allows us to reduce the need for extra tooling (i.e. NPM).
