A custom Enrollment Flow UI Theme apply to the entire Petition MVC. Nevertheless, the View page is not part of the Enrollment procedure, but a review page for Admins and the CO Person inside COmanage.

Currently, if we apply a custom UI then each time we visit the View page we get an entirely different look and feel. Also if we try to disable custom Theme for this View then the default one will prevail and the CO custom Theme will no longer apply - this behavior should be re-examined after Theme stacking improvement.
