If a User tries to Enroll to COmanage using a flow that requires Email confirmation then the process will hold until the user gets the email with the invitation link and follows it.

Three scenarios could happen:

1. The User clicks and completes the registration prior to invitation's expiration
2. The User loses the valid time window and make a request for a new invitation email
3. The User changes his/her mind and takes no further action

For the third case the only choice the admin has is to delete the petition. This is a solution but COmanage will lose any history records for the Petition. It would be useful if the CO/CMP Admin could close/deny the Petition if found in such a situation.
