When a petition with a COU attached through an enrollment attribute has Pending Approval as the status an a COU admin for a parent COU views

co_petitions/index/co:N/sort:CoPetition.created/direction:desc/search.status[0]:PA/search.status[1]:PC

the hyperlink for the Enrollee column is present but no View button or Delete button is rendered in the Actions column.

The buttons are rendered when the viewer is a platform administrator.

Since the COU admin (child and parent) can approve/deny the petition, the buttons should be rendered.
