It should be possible to re-enter an Enrollment Flow, either by an administrator clicking a button, or by the enrollee entering their email address and getting a magic link via the registered (and hopefully verified) email.
Upon validation, the next appropriate step is executed, subject to appropriate authorization. (eg: A petitioner should not be able to "take over" an enrollment that is pending approval.)
