We apparently still have some table based layouts... I'm not sure if this is intentional, or just accidental residue from the switch to div based layouts. Table based layouts appears to cause at least two problems when the table is wider than the page, usually due to wide data or a Cake error:

1. The hamburger menu (the menu, not the button for the menu) disappears when the menu is collapsed.
2. The buttons on the top right of the table align to the top right of the table, and so it's necessary to horizontally scroll to get to them.

Examples:

• /registry/co_provisioning_targets/index/co:x (requires a cake error to make one of the columns too wide)
• /registry/org_identity_source_records/view/x (requires a JSON encoded value or similar to make the column wide)
