Can't change order of match rules in 74ba508

      RHEL 7 / PHP 7.3.28 / Apache 2.4 / PostgreSQL 9.2.24

      After upgrading to 74ba508, I can create new rules and add attributes to existing rules, but attempts to edit rules (name, description, order, confidence mode) fail with this error message:

      Cannot marshal data for "0" association. It is not associated with "Rules".
