If a user tries to signup to a COU without being a member of a CO will fallback to the screen attached in the ticket. This view uses keys from lang.php. If the user is unregistered, there is no CO Id to retrieve and we will not be able to load any localizations. Applying this fix we will be able to load global localizations.
