Enrollee being forced to authenticate in an enrollment flow that doesn't require enrollee authentication

XMLWordPrintable

Occasionally, an enrolee fails to complete an enrollment flow because they are asked to authenticate. This self-signup enrollment flow does not require enrollees to authenticate.

This doesn't always happen, but occasionally it does and I cannot figure out why. Enrollees will click on the invite link, and accept the invitation. The history will show that their email address is confirmed, but no additional activity is logged and the user does not get an opportunity to set a password or receive the finalization email containing their identifier.

Attached are screenshots of a CO person's history, CO petition history from an enrollee that is interrupted during the enrollment flow, as well as the logs from that date/time.

I have also attached the history and logs from someone that this does not happen to
