      Sending a managerIdentifier value in API Source PUT message to empty CO links to the person with that identifier in a different CO.

      When sending API Source Message with managerIdentifier value to empty CO X, it links to the CO Person with that identifier in CO Y.

      • OIS configured with API Source.
      • Pipeline Configured with OIS, nothing selected in pipeline sync identifier type
      • Target CO is empty (no co people)
