Unable to configure password authenticator

      Docker container running lastest commit from develop (72bed7544a4b) using internet2 tier build

      After creating a password authenticator, I am unable to configure the authenticator.

      Error displayed:

      This field cannot be left blank
      Please recheck the highlighted fields

      No errors are displayed in the UI while in debug mode = 2 or in the logs.
