An invitation-style enrollment flow has a COU attribute set with a default value (to drop enrollees into the COU) and a CO Group attribute set (to drop enrollees into an additional CO Group).

When an enrollee clicks on the link in the email to accept the invitation and views the CO Petition the COU and CO Group values (the defaults) are not rendered properly.
