Email sent to approvers when a petition is changed to 'Pending Approval'  is sparse and should be configurable in the enrollment flow, like the emails sent to the enrollee at approval or denial. This is especially true b/c these emails (sent to approvers) look just like other petition status change emails, which may not be useful to the user, while these notifications (that there is a new petition to approve) may be extremely important to the onboarding workflow.
