Add an option to CO Settings so that if there is at least one Normalization plugin, the admin may configure the plugin(s) to run instead of the DefaultNormalizer plugin.

The default would be to still run the plugin(s) before the DefaultNormalizer, but with this new CO Setting set to true the plugin would run but the DefaultNormalizer would not run.
