Create a new plugin type, Organization Source Plugins, that operate similarly to Organizational Identity Source plugins, but for Organization data, not Person data. Data from these Plugins can be used to automatically populate entries in the Organization (and maybe Department) Registry.

Sample data sources could include Federation Metadata (MDQ), Research Organization Registry (ROR), and SQL or CSV for local data sources.
