Implement sequential identifier assignment. The format should be sprintf style with one %d arg (eg: to allow C000101), with the initial value set in minimum.

This will likely require per-identifier sequences, or at least a table of next counts. Perhaps store an appropriate reference in collision_resolution, or update the data model.
