Current menu system has some issues:
- Only mouseover works. Cannot click to force a menu to stay open.
- Submenus are not particularly visually distinct from main menus, and can be hard to distinguish.
- Not accessible.
The scope of this ticket includes a full refactoring of menus, including the sidebar and view-specific menu-like buttons, and responsive design rendering these features.
