When there is only one button in the sidebar, it just appears to be floating by itself (similar to the old "floating edit button issue"). eg: the "Enroll" button at /registry/co_people/index/co:x

Also, not all pages render the same way. eg /registry/cous/index/co:x uses the old style button at the top of the list (as do some others).
