Petition updates should generate notifications (configurably) on
- Petition created
- Petition confirmed/declined (perhaps also for plain invites?)
- Petition approved/denied
(or perhaps generally any updateStatus?)
There should also be some configuration as to who gets notified (petitioner, enrollee, admin, etc)
