Identifier::beforeSave should check for uniqueness of login identifiers across org identities (considering whether org identities are pooled). Currently this check is performed in Model/CoPetition when a petition is authenticated, and a similar check is performed during identifier assignment, but no check is performed during a manual identifier operation.
