Adjust the SCIM provisioner per the following summary provided by mchyzer in slack:
"yeah so basically there will be a config to use active instead of delete.  if that is true, when the framework wants to "delete" a user, it will set active=false, and when it wants to "create" a user, it will see if there is an inactive user, if so, set to true and maybe update some attributes, if not, create.  right?"  yes.
