Making this generic since other UI issues may show up.

(1) When selecting a target group, should be a combo selector, not free text

(2) "Veto if not eligible due to group" - target group is shown in the summary but wrong in the editor

Steps:

• Create groupA and groupB
• Create rule on groupB, Veto if not eligible due to group, Check if added to group, Group name to check = groupA > Save
• Summary, condition shows "Entity is not a member of groupA"
• Editor is wrong, shows "Group name to check = groupB"
• save group
• Summary, condition shows "Entity is not a member of groupB"
