Offer a configuration that allows for email confirmation (and more importantly collection of $REMOTE_USER) as part of an OIS Sync run. eg: On an add operation (or maybe an update if a new email address is found), if a valid email address is found on the Org Identity and no login Identifier is found, send an email verification request to the address, authenticate, and collect REMOTE_USER.
(Alternately this could enter into an enrollment flow, which would allow for further attribute collection, agreement to T&C, etc.)
