Directory Configuration

      Determine mechanism for configuring Directory. This will probably be via a standard Cake Model like CO Enrollment Flows, which would allows multiple views into multiple Directories.

      Directory Admins could be just a simple list of $REMOTE_USERS, or members of the COmanage:admins groups if Registry is installed as well.
