Improve the layout and information presented via /registry/co_people/index. Issues to consider include

• Using divs instead of tables to facilitate grouping role records for an individual while still maintaining a list-like view that is easy to visually scan
• Hiding more details (such as role data) until a record is selected/moused over
• Presentation of additional attributes, such as valid from/until, title, extended attributes, and photo (once supported CO-190)
• Hiding of "Actions" buttons until a specific record is selected/moused over
